feat: scaffold the Chore Wheel package

A StartOS service package for managing family chore rotation with weighted random selection.

What this package does

  • Rust web application using axum + sqlx + SQLite
  • Interactive UI with server-rendered HTML + htmx
  • Visual chore wheel (canvas-based) for weighted random selection
  • Family chore management: members, chores, completion tracking
  • Persistent storage via StartOS volume (SQLite at /data)
  • Basic auth via StartOS SDK (AUTH_USERNAME/AUTH_PASSWORD env vars)

  • Port: 8080
  • Architecture: x86_64 (aarch64 build pending cross-compilation setup)
